I agree that still-hunting works well for blacktail, and I also have rattled one in in the later part of the season. I have also had good success glassing clearcuts both early in the morning and in the evening. Also, some of my best days hunting them were in the rain.
Halcon, you must hunt outside Oregon also to be able to get 4 deer in a year.
