I would contact your local prosecutor and/or a lawyer just to see what your rights are before you start making a bunch of waves. A phone call from either of these may get you more results than going to your local police station or DNR office and throwing a fit. Maybe even get your state rep in on it.

If it is not worth pursuing you may cause more trouble for yourself than it's worth.

If you get the media involved and you are wrong things may not go well for you. You might even be liable for a lawsuit yourself.
