In my opinion: none of the above.
Regular steel blunts are not a good choice. They don't "grab" to transfer energy. Anything except a flush hit and they skid off. I tried them for a few days two years ago in Ontario for grouse and promptly threw them away.
I'm also not a big fan of rubber blunts for most small game. They transfer their energy to a wide area instead of a small, concentrated spot. They just don't seem as lethal as I'd like.
SGH? WAY too expensive for my tastes.
As far as commercially made small game heads, I've found nothing better than Ace Hex Heads. They come in weights from 85- to 200-grains and work extremely well...even on less that pefect hits.
