Gernerally speaking I think that it's to reduce the stress on the overall "system." In some tuning instances it's not a good idea to decreased the poundage, but more important to set up your press correctly. Lots of people press the limbs too close to the pockets where there isn't much flexibility, and this is where problems occurr.
