Realistically reform and fixing the problems are what needs to be done. I do not expect nor really want to stop the dog chasers 100%. If the problem issues can be fixed or greatly reduced and a few laws changed reform might happen over time. If we can get something started on change and a realistic fix proposed we might have a chance. As fed up with it as I am I still think a meeting half way is the best place to start. A total end of it is not a realistic goal or expectation to just happen over night.
