I agree, a lot of farmers will shoot does during the summer to cut down on crop damage.
I caught a guy shooting a doe out of season with a rifle one time. He said he was only shooting a doe so he could take it home for food. Was it illegal, yes, did I turn him in, no. Laws are laws, but if you're trying to feed your family, who cares about one of the "States" does?
