I don't really like hunting in the wind, but when the rut is on I have no choice. I live in Wisconsin. The deer here don't really like moving in windy conditions. I was on stand earlier this year(October 27). The wind was blowing pretty hard (20+). I have never had a better day in the field. Deer seemed to be moving everywhere. It if were up to me, I would go and hunt. If your not out there, you probably won't shoot anything.
