i would go tell him all of this but be kind of nice do not get yourself in trouble
this is like if you took your computer in to get repaired and they keep half the parts
i would go to the local courthouse spend 35 buck file a suit in small claims for this
all you have to do is say i took my elk to get butchered and did not get it all back and you feel that you paid to get a service that not only was not properly done but part on your animal was stolen it is that stolen he keep something that was not his
i would ask for the butcher cost and the cost of your trip
tell the judge that you spent money on a once in a life time trip and this guy ruined it
cost out of him.
i have seen similar things happen with other products and services
at least everyone in your area will know what he does.
Plus the protest might help. but get a permit they can not keep you from protesting on public land

I got scammed when I ordered some magazines a while back. I reported them to the better business bureau, the Oklahoma Attorney Generals Office, and the Federal Trade Commission. All of a sudden I got my money refunded!!
Either the butcher would come up with the rest of my elk or I would spend a huge amout of time dragging him through the mud. Heck maybe even next deer season standing across from his business with some signs, kinda like a mini protest. he would get so tired of me he would have to make it right. Maybe it would be taking it to far, but then I hate when people steal from honest hardworking folks. The elk in question is from the wichita mountains and it was a once in a lifetime hunt, I cant believe that some butcher would take that away from someone. Hey Robert if you want to protest next year Ill make up some signs and Im sure I can get all of my hunting buddies to join in.
