Yes you can hunt with a rifel in a tree stand in WY. It my only be in selected areas. Eithor way I know in the NE you can. I am going on a lateNov. whitetail hunt with an outfitter in Sheridan this year. He has told me I have the option of spot and stalk or tree stand. I' ll take his word for it. Good luck to you as well.
