When you start talking about groups that small, it matters how you measure. Is he talking about the outside measurement of the group, or is he measuring from the "center" of the hole from each round. When you want a tight group, what is considered center tends to shift a bit. That's why I measure from the outside edge to the outside edge. Also, how many rounds does he consider a group? Does he discount "fliers"? Two rounds isn't a group, and there's no such thing as a flier.
I measure mine center to center, but I don't guess at the center. Just measure the largest outside span to the edge of the holes, then subtract bullet diameter. That's how BR competitors groups are measures, usually with a micrometer! [8D] Otherwise, even a perfect one hole group from a .308 would still, by your method, measure .308" minimum. You're cheating yourself the way you measure.

Regarding his claim of 1/4 MOA at 200 yards with three factory rifles consistantly. I'll call BS on this claim too. If it is true, he should have bought a PowerBall ticket rather than those rifles! I'm not saying it can't be done, and if he'd have said he had one factory rifle that would do it, I'd have taken his word for it. Three? Not likely.
