A states responsibility is to control deer numbers. Whether the male deer carry large antlers or small antlers means JACK in the scheme of things. These AR or QDM plans that are put into effect in some states are solely in response to the trophy hunters who complain about not seeing enough big bucks. They try to make them happy by implementing these plans. Otherwise these plans serve little to no purpose in the larger picture of controlling deer numbers.
