Yeah, that will work. Done it several times. Wrap around the cooler a few times with duct tape to keep it shut. You may want to write "frozen meat" on the cooler.
If you go that route make sure you put tape in the cooler so they can retape it after they open it to see whats in it, because they will open it!!
Myself I bought a cooler with a latch on it! Just make sure you put plenty of ice packsin it!!
