Up here in Ontario "party hunting" is and has been legal for years so in essence the Gov't calculates that into the calculation for issueing doe tags in a given zone. If they issue 200 tags in a given management zone then they want the tags filled and party hunting them doesn't change the management goal at all. So we routinely tag each others deer here all the time legally. If you had 5 doe tags with no plan to fill them all then why not let a friend fill one? The DNR felt it was sound management to issue the doe tags right? HAving said this you still have to abide by your states game laws.
