Usually it's because the bow they tested was at a 29" draw length, or sometimes different if it was ordered differently by the dealer. For those tested at 29" (as my Diamond Marquis was), you could add back on 10 fps and it should fall within the advertised range. If it doesn't, it shouldn't have been let out the door.

I've yet to see one that didn't.
