You say you see "quite a few Non-res hunters", how many would that be and how do you know they are Non-res. ? As it is now Non-res. Canadians and aliens have to hire a guide outfitter or go out with a Hunter Host to hunt deer. From what I have heard there really are very few of them that come to Alberta. I know of severak Alberta past residents who have moved elswhere in Canada and would like to come back in the fall to hunt whitetails in there old favorite haunts. It is fairly difficult to do this as it is now but if the above mentioned changes were made they could easily come back.

I can (and have) go to SASK. and buy a licence over the counter to hunt whitetails unguided but our SASK. friends cannot come here to Alberta as easily.

I believe the main reason for the "under consideration" change is to try to have more whitetail deer harvested in some areas. There are too many whitetails in some areas and the resident hunters are just not cropping them down.
