Default Barnes Bullets/why & how ?

Why are these legal,to hunt with,but FMJ's aren't[here in Pa.] ?They are just as much a FMJ or solid bullet,as you can get.
I want a bullet to enter and expand,transfer the energy to truma and shock power. Too many sites and people trying them,state that they pass right through the game and leave the same size hole on both sides ,after finding the game.They tend to run off !
Copper is 3 times harder than lead . How can it open enough to cause the transfer of energy,at standard bullet speeds?
At twice the price of lead jacketed bullets,how can a person afford to play with them,or would want to,to get them shooting half ways proper?This is another gripe I've read about them ! They don't shoot accurately ,foul the barrel and you need a special manual ,to load them .
They sound cool,but I think they will pass,like all fads?
