we've had real good success with imperial clover. As long as you do your soil test, lime and fertilize it will grow. Also you have to give them time to realize how much they love it. Once they learn to hit it, its hard to run them off the plot. As far as getting a foot high it will depend on how big the plot is, the bigger the plot the better the chance of it reaching ankle high or higher. If you are dealing with a small plot maybe investment in a new deer repellent that is placed around a plot allowing the food source to get to a desired hieght and then removed. This allows for the clover or soy or whatever to be more mature and deal better with the stress of repeated browsing.
