Ill do a little more digging and come up with a postable source.Right now all i have is what i was told after a meeting.Im not so sure the usda isnt shooting them because of policy or manpower.Im told they can start shooting trouble animals in the spring.Right now the only way to get one shot is to get attacked.
As far as dogs go,get on dnr.wi.gov -The 2006 deer hunting regs on page13 will explain the dog thing.Naturally,someone would have to complain that you shot there dog,and ferral dogs have no owners.
