The way I read it is buying tags for your wife, mom, aunt, friend etc who've never hunted a day in thier lives and using that to tag a deer. I can't see how any state would let that be legal.
Come to NY my friend, it's perfectly legal here. The limit is 2 though. Oh yea, don't forget to bring your wife and mom. You might need an extra tag!
