Some things to consider to encourage HC shooters to move up might be:

speed restrictions in the HC only;

enlarge Saturday shooter group to the top 10% of shooters;

make Saturday a stand alone day in the enlarged HC field where all shooters start anew at zero;

all Saturday shooters must move up the following year.
