No time like the present. Like someone else said it would be only courtious to do it now and let him have time to find someplace else to hunt. I would say the leader of the camp should tell him. If that is the majority of the people in camp then elect someone to tell him. I don't think you need to rehash old arguments just tell him that you think it would be better if he found someplace else to hunt next year.

If he won't take no for an answer then tell him why.

Make sure he knows this is everyones decision not just the person telling him.
