A buddy of mine who yanks his Martin Hunter back to around 62# @ 30 or 31" and uses arrows somewhere between 9-10 grains per pound shoots 196 fps. Not quite the 10 grains per pound weight nor 200 fps, but not shabby for a production bow...of course I'm sure his long draw length helps considerably. It's likely that there are some custom bows that can do it though.

My 60# @ 25" selfbows, coupled with 10-11 grain per pound arrows are down around the 150 mark.
