I'd recommend a beardless variety of wheat. Russian beardless is probably the cheapest, and for grazing it is the best. Deer will walk across three fields of regular wheat to get to the beardless. Plant it early, pray for rain, and it will provide forage from September through April. If you can toss a little fertilizer on it, even better.
Rye will work, but animals will eat wheat if given the option.
Oats are about as good as wheat, but they are a little more sensitive to cold weather.
