P&Y has a 29" minimum in their rules, but I've never heard of any state laws like that. I'm sure you guys can get P&Y to change that rule though. They've got no principles any more, so just wait until someone shoots a potential record animal, then start bitching about it like you did the letoff rule and you've got it made.
