Default Old .22 single shot bold action rifle

I went to a my uncle's this weekend for a visit and i told him i was getting my hunting and firearms liscences soon, before i left he pulled out an old .22 single shot bold action rifle. He told me it was handed down to him by his grandfather in law and that it was around 90years old or something like that. I took a quick look over and from what i could see the barrel was very rusted on the outside of it, i was wondering if it would be still usable if i was able to clean out the barrel properly and remove the rust on the outside and that brings me to my second question I was wondering if there was anything i could do to get rid of the rust and if it would be safe to use afterwards? I was thinking of maybe soaking the barrel in CLR or something similar. I also got a chance to open the bolt and it worked great and the stock was in great condition, i was quite suprised to say the least.
