I like that idea and on a personal and moral level I agree with you. But, if this is a government funded class or something it must have some sort of curriculum and an outlined exam in order to pass the course and get a card. If this little test you did was not part of that curriculum or outlined in the class guide or something, you really can't use it as a basis to fail a student or deny them the card. If they passed what was required of them as set up by the state then they should get the card, that is what they paid for after all.

I am not saying I disagree with you, I don't, I like your aproach and it proved a good point. I am just saying be careful how you go about it from a legal standpoint. Some guys are very sue happy. And I doubt the state would back you up on it. They want to sell the tags, that's how they make money. I don't want to see you get in trouble or anything.

I think it's cool how the kids had better judgement than the adults though.

Like I said, I like what you did, but I wanted you to know how I would argue it if it were me in that situation. Is there something that says you can fail someone on your judgement alone? If there was, that would cover you. You could say in your expert opinion the two guys were not safe enough to pass.
