I think Timber thats where the difference comes in.Baiting here in the South is no big deal to the deer.Not many deer down South freeze to deathin the winter and still have plenty of natural food all winter.Up North it's a whole different ballgame,a pile of corn upthere could mean life or death to a deer.So in that case I could see that being unfair.
