Sellers need a license to sell blackpowder, and are required to keep a powder magazine separate from the structure of their store. You have to log purchases, etc. There is no such regulation for pyrodex. So anyone can sell pyrodex, whereas they have a hard time selling black powder.
The popularity of inlines and percussion over flint has made an impact as well. Only states such as Pennsylvania, that require flintlock and patched ball for their primitive firearms season, are likely to provide a real market for blackpowder.
