I tend to agree. Now, does a vest cover 500 square inches? I know that a hat and a small vest cover the 250 square inch requirement for PA hunting but would think you would at least need a full sized vest and hat to come close to covering 500 inches.

As always, I think it depends on the situation though. If you are not moving around much and you aren't in front of a dark background then I think you would be fine with what you mentioned.
