It does seem funny WI allows the xbow for handicapped but not the locked bow.
I don't see why a handicapped hunter would want to hunt with a locked bow over a crossbow. If you have an upper body injury you'd be unable to pull back the bow to lock it, if you have a lower body injury you'd be unable to stand to make most shots with the bow. Sitting shots can be made, but it would reduce the directions you'd be able to shoot greatly, or you’d have to make a lot of movement to cover the area spooking game. To me it just seems impractical.
