Default Shooting low with scope adjusted all the way "up"

I can get a cantilever rifled barrel for over $100 or shim it. If I shim it, should I raise the back sight by putting a shim between the ring and mount to get it higher, orraise theFRONT sight by shimming? I have the metal platemount to the receiver and arifled barrel screwed on (I won'tbe taking it off at all). My tasco 20 mm objective worked fine with it, but the Bushnell Elite3x9 has problems. I was able to go from probably a foot low to about6 or7 inches low (still below the paper plate)before I couldn't adjust the scope "up" any more.

I first tried it out at 40 yards, but missed the plate and took it to 25 to know where I was hitting, and never did hit the plate, though it groups nice a few inches lower than the plate....

try tappingthe scope along the top of it, some times the crosshairs don't move when they're adjusted.
If this is the case, you are going to need to readjust you scope

If you need to tap a scope to get the point of impact to move after adjusting the scope, either the scope is defective or it is being torqued in the mounts.Either way repairs are required.

If you are shooting low with the adjustments turned all the way out then you need to shim the rear base. However, you do not put the shim between the ring and base. You put the shim under the base between it and the receiver.

Try reversing your rings, front to back. Also, make sure the front ring is not tightened down onto the bell taper,up front of the scope.
Rings are some times not a real matched pair!!!!!!!!!!!
Dougmd,if you can't get it fixed,stop in,I'll give you a hand!

I have a receiver mount plate that bolts to the sides of the receiver and if I shim the back, I don't think the holes will line up to bolt it on. The rings are not on the bell taper of the scope either. I can try switching rings, but I'd like to know it's bore sighted because I won't be able to sight it in for a while and don't have time to start from square one if it doesn't work after switching rings. As Rosana Rosana Dana used to say, "It's always something!"

What kind of shotgun do you have and is the receiver drilled and tapped on top?
