Default Shooting low with scope adjusted all the way "up"

I can get a cantilever rifled barrel for over $100 or shim it. If I shim it, should I raise the back sight by putting a shim between the ring and mount to get it higher, orraise theFRONT sight by shimming? I have the metal platemount to the receiver and arifled barrel screwed on (I won'tbe taking it off at all). My tasco 20 mm objective worked fine with it, but the Bushnell Elite3x9 has problems. I was able to go from probably a foot low to about6 or7 inches low (still below the paper plate)before I couldn't adjust the scope "up" any more.

I first tried it out at 40 yards, but missed the plate and took it to 25 to know where I was hitting, and never did hit the plate, though it groups nice a few inches lower than the plate....
