try tappingthe scope along the top of it, some times the crosshairs don't move when they're adjusted.
If this is the case, you are going to need to readjust you scope

If you need to tap a scope to get the point of impact to move after adjusting the scope,either the scope is defective or it is being torqued in the mounts.Either way repairs are required.
