That just means you can own them. And if your grandpa is a bad driver then he should not be driving. I am a fire fighter and stuff like that leads to accident and injuries/death.

I know in PA you can have an unloaded rifle or shotgun in the vehicle with you when you turn 16. You CANNOT have any type of handgun until your 18.
