Spot lighting makes it very convenient for poachers, so it is either banned or restricted to earlier hours to make it easier to monitor for violations. Hunting with a spot light would be insanely dangerous - a home behind your deer with lights out would be catching your bullets. Hunting safety rule: Clearly identify what is behind your target!
