According to B&C and P&Y it has to be an inch to count, in Va. if you can hang a ring on it, it is a point.

i always heard if you can hang a ring on it, it is a point, i will agree with the 1 inch rule so yes he is a ten

I believe Ill_Bow_Man is right. By B&C standards, the point must be longer than it is wide at the base. Sounds like a ten to me! Congrats!
