I'm not so sure that's in the rules. Although we do appreciate a heads up . There are rules regarding posting links, off topic posts, and such however. Rules 7,9,10&13 could all apply
I'm guessing he isn't able to post a link as admin was working to remove new posters abilities to post links until a certain post count. And he's made some random replies since then (trying to raise the post count I'm sure.)

Surveys can be a useful tool but in the past many were basically aimed towards putting hunting in a bad light which is against the rules. The mods generally told survey people that they needed to explain the purpose and get permission before it could be on the site. I always removed them until they could be given permission.
