I just looked at that link but what it shows is skewed. That list has to do with trophy potential and is not listed by populations. I assure you that AL, NC, SC, MS etc... all have a lot bigger whitetail populations than CO, KS, WY, ID, ND etc... do. More deer but smaller deer if trophies are what you care about,

Keep in mind that there are no deer in Michigan at all. No need to come here to hunt.

Sort of alongside this is another consideration. Here in Kansas our deer are concentrated into patches of timber and along creeks and rivers.

Our state pretty consistently over estimates the deer population. Painting a better picture along with license sales seems to hold the priority.
