Educate me ... what is a "quota" hunt?

In florida im not sure if they do it any where else, you apply for certain public land to get a quota permit and they only allow lets say 500 people into the area with the quota

They did it in GA back when I lived there. I got drawn for one back around 1983 or so. Scared me to death. Deer running every direction and idiots shooting at anything that moved. Never did that again.

I do similar hunts here in Indiana. If I have scouted the area, with a topo map and walked the place beforehand, I have seldom run into other hunters and usually bag deer. If I go blind into one I seldom even see a deer and always see many hunters.

Is this a gun hunt?
