How small of a piece are we talking? are u trying to pull them in just to get a shot at them or are u trying to get them to live on ur place? If you just want a shot at one a food plot may be the way to go but if you are trying to pull deer in to live on your piece i would say that you need to find a way to have the best cover in your area. Bedding cover is perhaps the most important thing to a deer. Especially the mature ones

As off right now 8acres, but there is a 300 acre farm on the other side of the creek, and on the other side of my piece there is a 40acre place, I'm looking to buy it as well
