Here's a link: http://kdwp.state.ks.us/news/KDWP-In...2/Tuttle-Creek
A useful tool is the 2010 Kansas Hunting Atlas. There's an online version http://http://kdwp.state.ks.us/news/...-Hunting-Atlas I recommend picking one up at a sporting goods store.
That atlas will show you places where the state has leased access to private property for hunters. Very useful, though the quality of land varies. Be sure to note at what date a given parcel opens for hunting as they can vary.
Another place nearby is Milford reservoir. Also, I've heard it is possible to hunt adjacent parts of Ft. Riley, though you will want to be sure to have the necessary permits so they don't think you're a terrorist. Note that there may be special season dates and that there are elk on and around the base. Shoot one of those by mistake and you'd be in all kinds of trouble.

Tuttle is great for deer. I've seen some guys take some monster bucks north of Tuttle and Milford but they are also very busy places. Lots of hunters
If you can get a little further west of there into North Central KS. They have excellent bucks and a little less pressure depending on where you go.
Let me know if you have questions about any specific places in KS and I'd be happy to tell you what I know.
Good Luck!
