I find that if its too windy for the thermacell to work, the mosquitoes are usually not that bad anyway. They're at their worst when its still and humid.

I use Rhino Skinz(BugSkinz now?) with a Bass Pro mesh bug suit over that.This combination stops the pests and allows me to stay relatively cool.
