First thing you will have to do is secure a tract/several tracts of land to hunt on, then figure how many hunters you are going to have on the club, cost per hunter, club rules, etc. IMHO you would be better off if you got a nice tract of land that you and maybe one more hunter could afford to hunt and lease it. l have been involved with a number of clubs and the continuing problems with multiple hunters gets old quick. Getting a bunch of hunters to pay their dues on time is a constant headache as well as the too numerous other problems you will incur.
