Yes but where the casing narrows down to the size of the bullet if that makes Sense

Yea thats the neck size, whenever someone says a caliber thats the measurement that they are talking about, the distance across that opening. For example a 30.06 is a thirty caliber in whats a called an 06 cartridge. And a 25.06 is the exact same cartridge with a .25 caliber opening for the bullet.
