Colorado is mostly draw only. There are some over the counter elk tags but deer and antelope are all draw.

In Mi we can just go purchase them from and authorized license agent....

PA is all over the counter, except ELK. But ther are only 30 tags a year, I think.

Arkansas licenses are over the counter except elk is by drawing.

Iowa is all OTC for residents, lottery for non-residents. Residents can get one any-deer license, then the antlerless tags are allotted by county, ranging from zero to 5800 per county for a total of about 135,000 antlerless tags.

TN is over the counter,except for WMA (wildlife mangement areas)...WMA is different from Public Land.

South Dakota is all by a lottery system. Rifle tags are allocated by county, and you can get an archery tags for either half of the state. Any deer tags are not very easy to come by, in fact I have gotten 5 I think and I have hunted 11 years...
