If there's no budget, then a sako. Brownings are also very nice and hold their value well. Savage well be as accurate as any and way less money. I have more savages then anything else. I also like Tikka's and Howa's. Nice fit and finish, good accuracy, and reasonable price tag.

I could nit pick all of them...
Define "best"...Most accurate??? Easiest trigger to tune??? Best ring mounting system??? Most reliable??? Strongest action??/
They will all do the job, and could all be improved....
What I really would like to have is the tang safety of a M-77 Ruger, with a Remington adjustable trigger, Shilen or Douglas barrel, Ruger scope mounting system and Boyds, Hogue or Bell & Carlson Classic stock...

Encore and Pro Hunter are the same rifle... but the Encores (with shorter barrels) seem to shoot a heck of a lot better.
You forgot Weatherby also...
What you listed... I like Brownings, Savages and Encores in that order.
