Let me see if I understand you here. You want to remove the hair off the skull plate and around the base of the antlers? If so, all you need to do is put the antlers in a pot of water and boil them for a while. The hair will come off easily after they have been boiled.
BiNGO! Just put them in a pot and boil it. the meat will come right off. havent you ever heard of antler soup!

i dont,like to boil, it can loosen the bone sutchers., most all the hide is easily removedwith a sharp knife and a pair of pliers, then iliketo use a pressure washer toget it perfect, then burry it in some borax for a week or so to get it good n dryed out
