Thats not why most states wont let you bait , they see it as taking advantage of the deer by putting bait out. If ya ask me its the same as planting a food plot , just another way to get the deer to come to you.

I can't speak for Georgia, butin CWD zones in Wisconsin you can't bait for the reasons I said. Deer to deer contact is what WEare being told. FYI non CWD zones in the rest of the state you can put out 2 gallons of bait.
