pa! i'm not sure, but that lure sounds like one that bob kirschner makes. he is a lure maker from here in pennsylvania. his products are sold @ dick's sporting goods or gander mountain. if you have those stores near you? you can order directly to him if you had to. i've done it many times. i don't have his address here in front of me, but if you want it i will get it to you. Its made by the Steve Mohr Family, he is also a PA Game Commissioner they have a website at http://www.mohrswidowmaker.com
