Probably just shedding the red summer coat but it may be a very rare melanistic buck. That is one that has black or dark hairs instead of the brown/gray of the usual deer.

Itll vary depending on where you live, but north here the bucks are almost shed out, and the does are close behind. Its definitely shedding, I raise deer, and I can see it up close. They typically shed down the legs and muzzle first, then across the dorsal line, and then down the sides. The new growth is coming in right under and through it. Sometimes theyll even look powdery or dusty...yep, its like dandruff. Its actually the coating of the new hair as it erupts from the skin. The velvet is next to go.
